Cinelerra is pretty good if you take the time to learn it, but it’s not available for Windows
If you want to try it out, I think cinelerra is on the Knoppix Live CD:http://www.knoppix.com/
Other than that, I’ve never been able to find a free video editor that I was happy with.
Adobe Premiere and Sony Vegas are pretty good, you can try the free trials

I personally like AVS4YOU.com – I’m not sure what the limitations are on the free version, but for $50 you get unlimited access to their software forever. They have some awesome apps for everything.
